If a file is open, or in use, by some application this often blocks access by other programs, including SOME file managers. Make sure the file isn't in use by either your machine or another machine on a network or some other connection.

If you're sure the file isn't in use and Xtree still doesn't work, (the bad news is...) you might try another file manager. But, (the good news is...) ZtreeWin at is a great 32-bit clone of XtreeGold for Win95/98/NT that you can try free!

I've had a few instances where I've caught myself trying to rename, move, or copy a file (even with ZtreeWin!) and got this error only to find I still had it open in another window I'd forgotten about. Even worse, after closing the application in the other window I'm still not able to operate on the file right away! Maybe if I waited longer, but I'm too impatient. But usually the Windows Explorer, or maybe the Windows File Manager, can do what I need done then.
