Why have other file managers been so bad?

I am really glad to have found this page. There was a brief blurb about it in PC Magazine. My old versions of xtree were crashing more and more with windows 95 and I was giving up hope of ever having a decent file management program.

What I cannot understand, however, is why none of the other file managers developed xtree's capabilities -- especially global operations and operations wtih tagged files. Why did Win3.1's file manager and Win 95's Explorer lack such obviously useful -- no necessary -- features?
