As far as I can remember, the Intercultural Discussion Listserv (X-CULT) ran a Web-based archive for a while. The ProCite Discussion List has also a Web-based archive of all postings too. But I don't think they allow posting FROM a Web interface.

My own listserv (which was a Macedonian Question Discussion Group) had a Web site with all posting available for easy download in both zip and text format. These archives were merely weekly copies of my own email folder. Unfortunately, the discussion group came to an end few years ago.

Usually, a listserv is much less demanding in bandwidth than multiple Web connections and page retrievals...! However, many commercial providers do not have facilities to run listserv or may actually ask additionnal fees. You should check.
