The FAT file system stores timestamps in a packed format that only allows for values 0-29 (which represent the number of TWO seconds). Therefore, it is only possible for seconds to be even values.
Look at a FAT or FAT32 drive, with any tool, and you will never find a timestamp with an odd number of seconds - it just can't be stored.
(NTFS however will store odd seconds).
